Key Aspects of a HUD Rent Comp Study:

Purpose: The study defines the market rent a knowledgeable tenant would pay for a
unit if it were not receiving rental subsidies.
Process: The appraiser selects at least three to five comparable, market-rate properties
(comps) near the subject property, adjusting for differences in amenities, condition, and
location.
Submission & Timing: The RCS must be submitted to HUD between 120 and 180
days before the contract expiration.
Forms: The Form HUD-92273 is used to document the rent comps, which supports the
appraisal's market rent estimates.
Components: The study includes a detailed property description, market area analysis,
and analysis of comparable properties
All Rent Comp Studies are completed in accordance with the requirements set
forth in HUD’s “Section 8 Renewal Policy” dated 05/01/2023
